Wendy Elgin
CPEhr Team member since 1999
Wendy specializes in assisting non-profit organization’s in improving their human resources needs. As the top producing Business Consultant for the past three years, she strongly believes in the value that human resources outsourcing brings to business owners.
As the former Marketing Coordinator for the organization, Wendy was dedicated to educating business owners on the “risks” of being an employer. Her “FIRE ME & I’LL SUE!” seminars received rave reviews for their humor and accurate accounts of avoiding uncomfortable employer/employee situations. Wendy serves on the Board of two non-profit organizations, Step Up and the Center for Healthy Aging.
Wendy’s dedication to excellence is widely recognized by her clients and co-workers. Her favorite flavor of ice cream is Mint Chocolate Chip.
Eric Galtress

Eric brings a consultative approach and personal commitment to providing businesses with tailored solutions to reduce their hard and soft dollar costs, while improving productivity and establishing long-term client relationships.
For the last fourteen years, Eric has helped organizations reduce costs and gain efficiencies while reducing their liabilities through human resources outsourcing. During this period, he developed and spearheaded a highly successful human resources program for the Los Angeles County Department of Health Services, the first of its kind. Prior to HR Outsourcing, Eric enjoyed a 20 year tenure in the aerospace industry where he was responsible for contract management, operations, and domestic and international marketing/sales programs.
Eric is a proud US Army Veteran. He has a unique perspective and appreciation of California’s diverse business community, which he credits to his experience conducting business in over 30 countries. Eric has authored several chapters featured in published business textbooks describing human resources outsourcing as a viable cost-savings alternative for small to mid-sized businesses.
Preston Gould
CPEhr Team member since 2008
Preston has extensive knowledge in employee administration having worked over 7 years each with ADP payroll services and Kronos time and attendance systems. He worked for CPEhr then moved to Administaff before coming home to CPEhr. Preston enjoys speaking at seminars that deal with being an employer in California and how best to stay out of trouble and protect hard earned assets.
Preston strongly believes in a consultative process. "You don’t sell our services; you listen to each client and determine if we can offer a viable way to add HR expertise and capabilities while hopefully saving money with our master workers compensation policy and large group benefit packages. Many companies like our co-employment service model while others don’t. Some simply want us to offer help (off-site or on premise) for a few hours a month. It’s nice to have the flexibility to address each company’s unique needs and craft a personalized solution.”
Originally from the Chicago area, Preston lives in the San Fernando Valley with his wife, Sheree, and dogs Jake and Muffin (the former is the good dog while the latter is awfully cute). On weekends, he often can be heard playing trumpet and flugelhorn at local jazz clubs.
Victor Sacks
CPEhr Team member since 1998
Victor is CPEhr's most senior Business Consultant, having worked there for over eleven years, and was its most successful Consultant, winning Salesmen of the Year for six consecutive years. Victor's success lies in his personal relationships and dedication to his clients. Several of his clients have been with CPEhr for over a decade, and many more regularly refer new business opportunities to him.
Victor worked as the Legal Compliance Officer for a national franchisor for ten years prior to joining CPEhr. He has a BA and JD from the University of Witwatersrand, South Africa.
